The power output end of the efficient water turbine power output part is connected with the power input end of the generator, and the active hydraulic ram energy storage part comprises an energy storage pressure tank and an energy storage pressure-stabilizing and flow-stabilizing tank; two hydraulic ram pump working valves are arranged on a working pipe of the energy storage pressure tank, automatic cam speed regulating mechanisms are arranged on the hydraulic ram pump working valves, and the automatic cam speed regulating mechanisms automatically adjust the opening and closing duration of the hydraulic ram pump working valves according to set parameters; the high-pressure water outlet end of the energy storage pressure and flow stabilizing tank is connected with the water inlet end of the power output part of the efficient water turbine. The working efficiency and the output power of the hydraulic ram are greatly improved.
