The invention relates to a high-voltage ceramic capacitor medium, which is characterized by being prepared from the following raw materials in percentage by weight: 56 to 89 percent of BaTiO3, 1 to 26 percent of SrTiO3, 1 to 14 percent of NaAgMoO4, 0.03 to 9 percent of Na2WO4, 0.02 to 1.4 percent of V2O5, 0.1 to 1.7 percent of ZnO and 0.01 to 0.95 percent of MnO2. The invention also provides a preparation method of the high-voltage ceramic capacitor medium. The high-voltage ceramic capacitor dielectric has the advantages of high dielectric constant, small dielectric loss and high voltage resistance, does not pollute the environment in the preparation and use processes, and can be sintered at a lower temperature.
