The invention provides a porous material composition which comprises the following components in parts by weight: 15-60 parts of cement; 40-85 parts of fine coal gasification slag; 0-20 parts of reinforcing particles; and 0-10 parts of an auxiliary cementing material. The invention also provides a porous material prepared from the porous material composition as well as a preparation method and application of the porous material. According to the porous material composition and the porous material, the coal gasification fine slag and the cement can be comprehensively utilized, the coal gasification fine slag and the cement can achieve a synergistic effect to form a special three-level pore structure, and the specific surface area and the porosity can be remarkably increased under the condition that the compressive strength is not reduced by utilizing two mesoporous structures in the three-level pore structure; the problems of low specific surface area and single pore structure of the existing biological filter material, water treatment filter material, wetland filter material and wetland filler are solved.
