The invention relates to a pavement low-carbon asphalt construction process, which comprises the following steps: uniformly paving a mixture in a planned guide line on a pavement through a paver, controlling the paving speed to be 1-3 m/min, and controlling the ground temperature to be 85-120 DEG C during paving; wherein in the paving process, the paver heats the ground again through a heater before the asphalt is in contact with the ground so as to ensure the ground temperature during paving, and meanwhile, emulsified asphalt is smeared on a track forwards. The pavement construction temperature is directly increased in a low-temperature environment, and the problem of poor connection between asphalt and the pavement in the low-temperature environment is solved.
