The invention discloses a steel pipe constraint reinforced concrete column and steel beam connecting joint which comprises a steel pipe constraint reinforced concrete column, a plurality of steel beams, a first connecting piece and an energy dissipation assembly. The steel beams are arranged at intervals along the outer wall of the steel pipe restrained reinforced concrete column; the steel pipe restrained reinforced concrete column comprises an upper steel pipe section, a lower steel pipe section, a middle joint section located between the upper steel pipe section and the lower steel pipe section, and reinforced concrete columns in the lower steel pipe section, the middle joint section and the upper steel pipe section. First connecting pieces with the number corresponding to that of the steel beams are fixed to the outer wall of the middle joint section, and the ends of the steel beams are connected with the first connecting pieces through energy dissipation assemblies. The connecting structure has the beneficial effects that the first connecting pieces are connected with the middle joint section steel pipes and the rib plates correspondingly, and overall connection of joint areas is achieved; the constraint effect of the steel pipe on the core concrete is enhanced, the compression bearing capacity, the shear capacity and the rigidity of the joint are improved, and the connection strength of the whole joint area is improved.
