The water reducing agent is prepared from the following raw materials in parts by weight: 635-697 parts of a base material, 70-98 parts of a mixed material A, 58-64 parts of a mixed material B and 10-16 parts of a neutralizing material. According to the invention, the synergistic effect between the modified crystal nucleus and unsaturated amide is utilized to endow water reducer molecules with different functional characteristics. A simple one-step process is adopted, a six-carbon polyether monomer is used, and the crystal nucleus early strength type polycarboxylic acid water reducer is successfully prepared in a low-temperature water phase. The water reducing agent prepared by the method can obviously improve the early strength of concrete and improve the discharge state of a concrete mixture. In addition, the water reducing agent has the advantages of good dispersion and plasticity in a mortar body.
