The invention relates to a cement admixture for oil well cement, and discloses an early-strength toughening polycarboxylic acid dispersant and a preparation method thereof. The dispersing agent is prepared by mixing and dispersing modified graphene oxide and a polycarboxylic acid dispersing agent in a mass ratio of 1: (10-100). The modified graphene oxide is prepared from triethanolamine and a graphene oxide aqueous solution in a mass ratio of 1: (10-100). The graphene oxide aqueous solution is formed by mixing and dispersing graphene oxide and water in a mass ratio of 1: (200-1000). According to the invention, the flowing property and early strength property of cement paste are improved, the toughness of set cement is improved, the air entraining effect of a polycarboxylic acid dispersing agent is effectively inhibited, and multiple effects are realized by one agent.
