According to the method, the operation modes of discharging through the scattered laying discharging opening and laying the ballast bed in a trackless mode can be adopted, the method is not affected by the position of a machine laying base, the ballast bed can be laid in a transferred interval in advance, the construction period is shortened, and the construction efficiency is improved; the method can be compatible with common monolithic ballast beds, medium-vibration-reduction prefabricated slab monolithic ballast beds and the like, and is suitable for monolithic ballast bed construction of urban rails, urban railways and the like adopting prefabricated track slab construction.
