Mixing polyol amine, polyol, sodium citrate, calcium oxalate, silica fume and the carbon nanotube array in parts by mass; and magnetically stirring the mixture for 10 hours. The conductivity of the steel slag cement is obviously improved, the resistivity is reduced through the carbon nano tube array, and health monitoring of soil texture and active alarming of concrete diseases are facilitated. The manufacturing cost is lower, waste resources are reasonably utilized, and the ecological environment is facilitated.
