The water reducer is formed by copolymerization of an acetyl-terminated polyether macromonomer, acrylic acid and a functional monomer C through a copolymerization reaction. According to the concrete water reducing agent prepared from the specific acetyl-terminated polyether macromonomer, the adsorption rate and the early adsorption capacity of the concrete water reducing agent on the surface of cement particles are remarkably improved, the adsorption capacity of the water reducing agent in the later stage can be kept at a high level, the cement paste dispersion time of cement using the water reducing agent is short, and the water reducing agent has a good water reducing effect. And under the condition that the same initial neat paste fluidity requirement is met, a small amount of the water reducing agent is needed, and the water reducing agent is high in dispersion speed, good in dispersion performance and good in slump retaining performance at low temperature.
