The invention relates to a device and a method for applying prestress to in-vivo string-type carbon fiber cloth based on a ratchet wheel. The device comprises a tensioning assembly used for being installed on the bottom face of an upper flange plate of I-shaped steel to be tensioned, a fixing assembly used for being installed on the bottom face of the upper flange plate of the I-shaped steel to be tensioned, carbon fiber cloth connected to the tensioning assembly and the fixing assembly, and a steering rib plate set used for being installed on the bottom face of the upper flange plate of the I-shaped steel to be tensioned and supporting the carbon fiber cloth. The steering rib plate set is located between the tensioning assembly and the fixing assembly. The tensioning assembly comprises a first ratchet mechanism connected to the first end of the carbon fiber cloth, a first pawl mechanism matched with the first ratchet mechanism to conduct forward rotation so as to limit the first ratchet mechanism to conduct reverse rotation, and a connecting rod connected with an external driving mechanism so as to drive the first ratchet mechanism to rotate. Prestress application of the string type carbon fiber cloth can be achieved, self-anchoring can be achieved, prestress loss is reduced, and the influence of a combined structure on the space clear height is reduced.
