The invention discloses a fiber cloth prestress applying device for shear resistance reinforcement and a reinforcement method. The prestress applying device comprises an L-shaped connecting piece, a tensioning shaft, a tensioning screw rod, a steering shaft, a nut, a fixing anchorage device and fiber cloth. During reinforcement, firstly, the tensioning shaft, the tensioning screw rod and the L-shaped connecting piece are assembled; secondly, the fiber cloth is bent oppositely around the tensioning shaft and then penetrates through a gap between the steering shaft and the reinforcing component, and the L-shaped connecting piece is fixed to the reinforcing component; then winding the end part of the fiber cloth on a fixing anchorage device, and fixing the fixing anchorage device on the reinforcing component; and after the fiber cloth is coated with the impregnating adhesive and is fully impregnated, the nut is rotated through the torque wrench to realize the application of prestress. According to the method, the shear bearing capacity is improved, inclined crack development is restrained, complex tensioning equipment and grooving on the concrete surface are not needed, construction is easy and rapid, and the reinforcing efficiency is high.
