The invention provides a method for preparing semi-hydrated gypsum powder through a phosphogypsum normal-pressure saline solution method and the semi-hydrated gypsum powder, and relates to the technical field of waste recovery. The method comprises the steps that mixed liquid of salt and a crystal modifier and purified phosphogypsum are prepared into slurry, and the crystal modifier is a betaine compound with pH responsiveness; and adjusting the pH value of the slurry according to the isoelectric point of the crystal modifier and the length-diameter ratio of the required semi-hydrated gypsum crystal, carrying out constant-temperature dynamic reaction on the slurry, and filtering to obtain the semi-hydrated gypsum. Wherein when the pH value of the slurry is greater than the isoelectric point of the crystal modifier, the length-diameter ratio of the semi-hydrated gypsum crystal is increased, and when the pH value of the slurry is less than the isoelectric point of the crystal modifier, the length-diameter ratio of the semi-hydrated gypsum crystal is reduced. According to the present invention, the betaine compound is adopted as the crystal modifier, and the hemihydrate gypsum crystals with different length-diameter ratios can be obtained by adjusting the pH value of the slurry so as to achieve the regulation of the crystal morphology of the hemihydrate gypsum, and the regulation of the crystal morphology presents a certain rule.
