The invention discloses a floating type wind turbine generator foundation inclination monitoring system and method. The system comprises a transparent pipe module filled with liquid and a monitoring module. The transparent tube module comprises a plurality of transparent tube units; the transparent pipe unit comprises a connecting pipeline, a first vertical pipeline and a second vertical pipeline, wherein the first vertical pipeline and the second vertical pipeline are attached to the two opposite inner sides of the fan tower drum respectively and are the same in size. The first vertical pipeline and the second vertical pipeline are communicated through a connecting pipeline, and floating blocks floating on the liquid level are arranged in the first vertical pipeline and the second vertical pipeline; one of the transparent pipe units corresponds to the foundation inclination direction of the floating type wind turbine generator and is matched with the monitoring module to monitor the foundation inclination of the floating type wind turbine generator. According to the invention, physical structure cooperation is adopted, an electronic inclination sensor is not needed in the whole monitoring process, the problems of electromagnetic interference and the like can be solved, and the monitoring precision is high.
