The integral pre-embedding device comprises a supporting device and a positioning device, the supporting device comprises U-shaped rings, horizontal supporting pieces, vertical supporting pieces and a top support, each U-shaped ring is pre-buried on the raft cushion layer in the circumferential direction in advance with the center of the tower foundation as the circle center, the horizontal supporting pieces are fixed to each U-shaped ring, and the vertical supporting pieces are vertically fixed to the horizontal supporting pieces in the radial direction of the tower foundation. A group of top supports are arranged on each group of vertical supporting pieces; the positioning device comprises annular plates and fixing rods, and the two annular plates are arranged in parallel and connected through the multiple fixing rods.
