The invention relates to the technical field of inorganic composite materials, in particular to a titanium dioxide-based porous ceramic composite material with photo-thermal performance and a preparation method of the titanium dioxide-based porous ceramic composite material. The preparation method of the titanium dioxide-based porous ceramic composite material with the photo-thermal performance comprises the following steps: 1) material preparation: taking titanium dioxide, graphite powder, steel slag, starch and an adhesive, uniformly mixing, tabletting and drying to obtain a mixture; wherein the mass ratio of the titanium dioxide to the graphite powder to the steel slag to the starch to the adhesive is 1: 0.5: 2: (0.25-0.75): 1; and 2) reduction roasting: carrying out reduction roasting on the mixture prepared in the step 1) to obtain the titanium dioxide-based porous ceramic composite material with the photo-thermal performance. The titanium dioxide-based porous ceramic composite material disclosed by the invention has excellent photo-thermal performance, titanium resources and metallurgical solid wastes are fully utilized, and high-value application of the titanium resources is realized.
