The invention relates to a multi-layer sleeve rotary eddy current inerter damper and a damping structure. The damper comprises a shell, wherein the shell is provided with a first end and a second end which are oppositely arranged and is provided with a hollow cavity; the transmission part is arranged at the axis of the hollow cavity and axially moves back and forth along the first end and the second end; and the damping part is arranged on the outer surface of the transmission part, is driven by the transmission part to rotate and counteracts the axial movement of the transmission part. Compared with the prior art, the large damping force can be provided without designing the size of the damper to be too large, so that the building with the high damping requirement is met.
