The invention discloses a semi-active variable-stiffness variable-damping tuned mass inerter eddy current damping device, which comprises two conductor plates capable of relatively sliding; the supporting structure is arranged on the upper surface of the bottom plate; the lever is rotatably arranged on the supporting structure; the ball bearing is arranged on the upper surface of the lever and can slide in the length direction of the lever; the cylindrical shaft is arranged on the inner circumference of the ball bearing and can rotate in a fixed-axis manner; the flywheel is arranged at the tail end of the cylindrical shaft and can synchronously rotate with the cylindrical shaft; the permanent magnet is arranged on the surface of one side, facing the conductor plate, of the flywheel; a first connecting band; and a second connecting band. According to the semi-active variable-rigidity variable-damping tuned mass inerter eddy current damping device provided by the invention, the mass of the flywheel is used for replacing the mass of a traditional mass block, so that the manufacturing cost of the device is reduced; the frequency and damping of the TMDI can be semi-actively adjusted by adjusting the relative position of the flywheel and the rotation center point of the lever and controlling the magnetic conductance distance between the conductor plate and the permanent magnet through a self-adaptive feedforward control algorithm.
