The invention discloses a variable stiffness tuned mass inerter damping device for controlling vortex vibration and flutter of a bridge, which comprises a support structure arranged on the upper surface of a bottom plate; the lever is rotatably arranged on the supporting structure; the second supporting piece is used for being arranged on the upper surface of the bottom plate in a sliding mode; the flywheels are rotatably arranged at the two end parts of the second supporting piece through cylindrical rotating shafts; the mass block is arranged on the lever in a sliding manner; the extension plate is fixedly connected with the mass block; a first connecting band; and a second connecting band. According to the variable-stiffness tuned mass inerter damping device for controlling vortex vibration and flutter of the bridge, the stroke of the mass block is reduced through the amplification effect of the inerter, the relative position of the mass block to the rotation center point of the lever is changed to achieve semi-active adjustment of the frequency of the TMDI, and the position of the supporting point of the lever relative to the center of the bridge is changed; therefore, vertical and torsional vibration of the bridge is controlled, and vortex vibration or flutter of the bridge is controlled.
