The invention provides an integrated foundation bolt construction device and a using method. The integrated foundation bolt construction device comprises a positioning ring, a sleeve, a first limiting piece and a second limiting piece. The sleeves are arranged outside the positioning ring and distributed in the circumferential direction of the positioning ring. The first limiting piece and the second limiting piece are located at the two ends of the positioning sleeve correspondingly and used for fixing a foundation bolt arranged in the sleeve in a penetrating mode. The axes of the sleeves and the axis of the positioning ring are in the same direction, and the center heights of the sleeves are consistent. The foundation bolt group of the steel structure stand column can be installed or rechecked in batches and in groups, the accuracy of the installation position of each group of foundation bolts on the same horizontal axis can be rechecked, the manufacturing is simple, the operation is convenient, and the construction efficiency is high; and the positioning ring can assist in construction of the shear key at the bottom of the steel structure stand column, the construction procedure of the shear key preformed hole is simplified, and the construction efficiency is improved.
