The invention relates to the technical field of low-carbon cement, and particularly discloses an activating agent for low-carbon cement as well as a preparation method and application of the activating agent. The low-carbon activating agent for the cement comprises the following components in parts by weight: 5-8 parts of orthogonal sodium silicate; 4-5 parts of sodium bicarbonate; 1.5 to 2 parts of an additive; the preparation method comprises the following steps: uniformly mixing all the components to obtain the low-carbon cement activator. The application of the low-carbon cement activator comprises the following steps: uniformly mixing the low-carbon cement activator and low-carbon cement clinker according to a weight ratio of 1: (100-105), and grinding to obtain a low-carbon cement product. The activator for the low-carbon cement can improve the pozzolanic activity of iron tailings in the grinding, hydration and condensation processes of the cement and improve the yield of hydraulic products, so that the compressive strength of the finally obtained low-carbon cement product is not lower than 53.8 MPa and the breaking strength is not lower than 7.6 MPa under 28-day maintenance.
