The invention provides a sound insulation structure and a building material. The sound insulation structure is sequentially provided with at least two relatively fixed sound absorption structures along the propagation direction of sound waves, and the at least two sound absorption structures comprise a first sound absorption structure and a second sound absorption structure; wherein the first sound absorption structure comprises a phononic crystal, and the phononic crystal is configured to absorb sound waves of a first frequency band; the second sound absorption structure comprises at least one resonant cavity, and the at least one resonant cavity is configured to absorb sound waves of a second frequency band through resonance; wherein the lower limit value of the first frequency band is smaller than the lower limit value of the second frequency band. According to the sound insulation structure, lower-frequency wide-frequency-band sound absorption can be achieved, the sound insulation index of the sound absorption frequency band can be improved, and the sound insulation effect is improved.
