The invention relates to a short carbon fiber pre-dispersion method of carbon fiber radiation protection concrete, which comprises the following steps: adding a dispersing agent into water, and stirring for the first time to form a dispersion liquid; adding short carbon fibers into the dispersion liquid, and performing secondary stirring to form a carbon fiber dispersion liquid; the mixing amount of the dispersing agent is related to the mixing amount of the carbon fiber, and when the mass ratio of the carbon fiber to the water is less than 1%, the mixing amount of the dispersing agent is 0.25-0.35% of the mass of the water; when the mass ratio of the carbon fiber to the water is greater than or equal to 1%, the mixing amount of the dispersing agent is 0.002 * the mass of the water + 0.1 * the mass of the carbon fiber. Compared with the prior art, under the condition that the mixing amount of the dispersing agent is as low as possible, the dispersion degree of the short carbon fibers is improved, and the influence of the dispersing agent on the performance of the carbon fiber radiation protection concrete is reduced as much as possible.
