The construction method comprises the steps that a cross beam installation area is divided into a limited area and an unlimited area, an outer wrapping plate is installed on the top of a pier stand column, concrete is poured on the inner side of the outer wrapping plate, and then a supporting structure and a first jack are installed on the outer side of the outer wrapping plate; a vertical support is built in the open area, a traction assembly is installed on the top of the vertical support, the cross beam is lifted to the position above one pier stand column in the limited area, a first jack on the top of the pier stand column supports the bottom of the cross beam, and the traction assembly draws the cross beam; when the cross beam moves to the position above the two pier stand columns in the limited area, the first jack shrinks downwards, and the cross beam is erected to the cast-in-place sections of the two pier stand columns; and the cross beams are hoisted to the tops of the pier stand columns in the open area, and closing construction is conducted on the cross beams in the limited area and the open area. The method has the effect of reducing the occupation of the lower traffic road surface.
