The invention discloses a process for preparing a cement-based cementing material by using sulfur-containing tailings. The process comprises the following steps: (1) firstly preparing activated desulfurized tailings; and (2) preparing the cured desulfurized tailings. And (3) preparing the cement-based cementing material. According to the technology, the problem of compatibility between the sulfur-containing tailings and the concrete material when the sulfur-containing tailings are used for preparing the concrete material is effectively solved, good curing of heavy metal elements in the sulfur-containing tailings is achieved, and the pollution problem caused by dissolution of the heavy metal elements from a concrete structure is relieved.
