The invention discloses a polycarboxylic acid super-retarding water reducing agent, relates to the technical field of water reducing agents, and in particular relates to a polycarboxylic acid super-retarding water reducing agent which comprises a polycarboxylic acid water reducing agent mother liquor, a polymerization inhibitor, an air entraining agent, a solidification inhibitor, a dispersing agent, a chain transfer agent and a proper amount of water. The retarder provided by the invention forms an insoluble film layer on the surface of cement particles, prevents further contact between the cement particles and water, delays hydration reaction of cement, can adjust the initial and final setting time of fresh concrete, and reduces or inhibits concrete slump loss caused by a high-efficiency water reducing agent.
