The invention relates to a super-retarding polycarboxylic acid water reducing agent, which is prepared from the following raw materials in parts by mass: 15 to 20 parts of isopentenyl polyoxyethylene ether, 12 to 15 parts of ethylene glycol monovinyl polyethylene glycol ether, 7 to 9 parts of modified acrylic acid, 0.1 to 0.2 part of chain transfer agent, 2 to 3 parts of acrylamide, 3 to 5 parts of hydroxyethyl acrylate phosphate, 0.1 to 0.2 part of modified N, N-dimethylformamide, 0.1 to 0.2 part of sodium dodecyl sulfate, 0.1 to 0.2 part of sodium dodecyl sulfate, and 0.1 to 0.2 part of sodium dodecyl sulfate. The anti-freezing agent is prepared from the following components in parts by weight: 8-10 parts of N, N-dimethyl (methacryloyloxyethyl) aminopropanesulfonic acid inner salt, 0.8-1.2 parts of an initiator, 0.3-0.4 part of sodium hydrosulfide, 0.8-1.0 part of sodium hydroxide, 4-6 parts of a super-retarding additive and 45-50 parts of water. The super-retarding polycarboxylic acid water reducer has excellent performance in the aspects of prolonging the concrete setting time, improving the compressive strength and improving the cohesiveness and the water-retaining property, the preparation process is simple, the cost is low, and the super-retarding polycarboxylic acid water reducer has wide application prospects and important engineering value.
