The invention provides a dust-free cement-based binder as well as a preparation method and application thereof, and the dust-free cement-based binder is prepared from the following raw materials in percentage by weight: 0.1%-0.2% of a dust inhibitor, 0.1%-0.2% of a binding agent, 0.1%-0.2% of a binding agent and the balance of water. 35%-45% of cement; 35%-60% of quartz sand; 3%-8% of quartz powder; 3%-6% of rubber powder; 0.5%-2% of an auxiliary agent; the dust inhibitor is prepared from the following raw materials in percentage by weight: 80-90% of fatty acid ester; 5% to 10% of C12-C14 alkyl glycidyl ether; 0.1% to 0.5% of triethanolamine monooleate; and 5%-20% of modified talcum powder. By adding the specific dust inhibitor, the dust raising problem of the cement-based binder in the production process is solved, so that the production process is cleaner; the problem of dust raising in the using process of the cement-based adhesive is solved, and the environment is protected; and the performance of the cement-based binder product is improved.
