The device has two outer eccentric elements (2a, 2b) with openings where each element is positioned in a corresponding recess (11a, 11b). The openings are aligned in a coaxial registration, when the elements are rotated relative to each other. An inner eccentric element (3) has a shaft inserted in the openings when the openings are aligned, where the shaft has an eccentric bore for receiving an anchoring bolt (4). The inner eccentric element is provided with a coupling element on a side of the shaft.
