PROBLEM TO BE SOLVED: To provide a composition for foundation improvement capable of forming a foundation improvement body stable in both initial strength and long term strength while reducing carbon dioxide emissions during manufacturing, and a manufacturing method therefor.SOLUTION: A composition for foundation improvement contains a stimulant of 2 pts.mass to 20 pts.mass based on 100 pts.mass of a mixture comprising a blast furnace slag of 80 mass% to 95 mass% and gypsum of 5 mass% to 20 mass% with the total content of the blast furnace slag and the gypsum of 100 mass%, wherein, the content of calcium hydroxide in a mixture of the composition for foundation improvement of 100 pts.mass and water of 30 pts.mass is 1.5 pts.mass to 5.0 pts.mass.SELECTED DRAWING: None
