To provide an interior panel capable of improving fire retardancy of at least one side end part in addition to fire retardancy in indoor side and a manufacturing method of the interior panel capable of manufacturing such interior panel suitably.SOLUTION: An interior panel 1 is provided that a rear surface side is constructed toward an interior substrate 5 side and a foam resin layer 20, a fire retardancy layer 12 arranged on indoor side of the foam resin layer and a decorative layer 11 arranged on indoor side of the fire retardancy layer are provided, a front surface layer is arranged on an end surface 3 of a one-side end part 2, folded at a site of a folding groove 22, 25 arranged at least on a rear surface side of the one-side end part so that the front surface layer 10 including said fire retardancy layer and said decorative layer is present on a groove bottom side.SELECTED DRAWING: Figure 1
