This interior panel 1 is constructed such that the back surface side thereof faces an interior substrate 5, the interior panel being provided with: a foamed resin layer 20; a flame retardant layer 12 provided on an indoor side of the foamed resin layer; and a decorative layer 11 provided on an indoor side of the flame retardant layer, wherein a surface layer 10 including the flame retardant layer and the decorative layer is bent at least in a portion of bending grooves 22, 25 provided on the back surface side of one end section 2 and is provided on an end surface 3 of the one end section so that the surface layer is present on a groove bottom side.
