To provide an information processor capable of operating a parked vehicle while preventing the electronic key from being abused, an electronic control device, an information processing method, and a program.SOLUTION: An information processor 100 include: a storage unit 12 that, with respect to a vehicle parked in a parking lot, stores permission information including a piece of information for determining whether to enable an electronic key of a vehicle 300; and an enable/disable instruction unit 13 that is configured so as to output an instruction to enable the electronic key of the vehicle 300 when it is determined that the electronic key of the vehicle 300 may be enabled based on the permission information.SELECTED DRAWING: Figure 1
