To provide a fermentation dryer, a cement production system, and a fermentation drying method, capable of easily and stably executing fermentation drying of a fermentation raw material at low cost.SOLUTION: A fermentation dryer 1 comprises: a rotary shaft 3 provided in a container 2; a plurality of impellers 4; a blower 6 for taking ambient air into the container 2; and exhaustion means 9 for exhausting inside air accumulated in the container 2 to an external part of the container. The dryer introduces ambient air into the container 2, exhausts the inside air from the container 2, and ferments and dries the raw material while agitating the fermentation raw material by the impellers 4. The fermentation dryer comprises: a weight sensor 13 for directly or indirectly calculating weight of the fermentation raw material in the container 2; and fermentation index calculation means for calculating, as a fermentation index, reduction weight speed being reduction weight per unit time, on the basis of the weight of the fermentation raw material calculated by the weight sensor 13.SELECTED DRAWING: Figure 1
