To provide a fermentation dryer, a cement production system, and a fermentation drying method, capable of facilitating change of an intake air amount, and stably executing fermentation drying of a fermentation raw material.SOLUTION: A fermentation dryer 1 comprises: a rotary shaft 3 provided in a container 2; a plurality of impellers 4 which are provided on the rotary shaft; a blower 6 for taking ambient air into the container 2; and exhaustion means 9 for exhausting inside air accumulated in the container to an external part of the container. The fermentation dryer ferments and dries the fermentation raw material while introducing ambient air into the container 2 by the blower 6 and exhausting inside air from the container 2 by the exhaustion means 9 and agitating a fermentation raw material by the impellers 4. The fermentation dryer has a control board 13 capable of setting an amount of ambient air to a constant amount for every prescribed time interval.SELECTED DRAWING: Figure 1
