To surely cut a pipe leaving in the ground without deviating a body part, even in a case in which a pipe diameter is increased, when the pipe is cut at the time of ground improvement construction.SOLUTION: A pipe cutting device includes a body part 2 storing a motor, a cutting part 6 rotatably provided at a tip side of the body part, a packer part 12 provided on a cutting part front side in the body part, and driving source transmission means which is provided inside the body part and supplies a driving source to the motor, wherein the cutting part has a cutter holder 7 connected to the motor, and a cutter body 10 rotatably and axially supported on the outer peripheral side of the cuter holder, and enables the cutter body to be rotatable on the outer peripheral side of the body part by a centrifugal force by rotation, and the packer part includes a housing 13 installed around the body part, an expansion part 14 expansively installed around the outer peripheral part of the housing, and an air conveyance path 16 which is formed inside the housing, and enables the expansion part to be expanded by supplying air to the inner peripheral side of the expansion part.SELECTED DRAWING: Figure 1
