To propose a cutting device for vertically and horizontally cutting a steel pipe pile and a steel pipe sheet pile, breaking them up into small pieces and removing them, and to provide a steel pipe cutting method.SOLUTION: A cutting device 2 which cuts a steel pipe 11 provided in the ground or underwater includes: a cutting machine body 4 capable of jetting high-pressure water for cutting the steel pipe 11; and cutting machine support means 3 installed in the steel pipe 11, and for supporting the cutting machine body 4. The cutting machine support means 3 includes a support part 6 for supporting the cutting machine body 4 so as to move vertically, and a wheel 7 capable of traveling on an inner surface of the steel pipe 11, and it can rotate around a central axis of the steel pipe 11.SELECTED DRAWING: Figure 2
