To provide an excavation and agitation device capable of accurately confirming an agitation and mixture status of a ground improvement body in real time in parallel to the agitation and mixture.SOLUTION: An excavation and agitation device, designed to discharge a cement slurry to which a water-soluble fluorescent dye of a prescribed concentration is added into a ground, comprises: a rotating shaft 3 that rotates in ground around a vertical axis; an excavation blade 5 that is axially attached to the rotating shaft 3 and excavates soil; a light source 6 that radiates black light onto a ground improvement body in the ground; and a measuring device 7 that measures the ground improvement body irradiated with the black light from the light source 6. The light source 6 and the measuring device 7 are raised and lowered integrally with the excavation blade 5. The excavation and agitation device comprises a control portion 20 that compares data output by the measuring device 7 with a predetermined threshold, determines whether a mixture state of the cement slurry is permissible or not, and allows the excavation blade 5 to proceed when the mixture state is permissible.SELECTED DRAWING: Figure 7
