To provide a low-carbon hydraulic composition which is produced using an inorganic mineral other than kaolin and has sufficient compressive strength development.SOLUTION: A hydraulic composition contains: 10 to 90 mass% of a calcined inorganic mineral having a mass ratio of SiO2 to Al2O3 (SiO2/Al2O3) of 0.5 to 3.0 and having a BET specific surface area of 30 to 180 m2/g, based on the total amount of the calcined inorganic mineral and an alkali stimulant; and 10 to 90 mass% of the alkali stimulant based on the total amount of the calcined inorganic mineral and the alkali stimulant.SELECTED DRAWING: None
