In accordance with an embodiment of the present invention, a track switching disorder of a railway junction rail due to snowfall or temperature drop in winter can be prevented without a problem. In accordance with an embodiment of the present invention, an ice-removing and snow-melting device for a railway junction rail comprises an optical contact metal heater, a multi-function pad interposed between an optical contact surface of a heater housing and a side concave portion of an I-shaped rail to transfer thermal energy and absorb the vibration of the I-shaped rail; and a fixing clip which pressurizes and fixes the optical contact metal heater. The optical contact metal heater includes: the heater housing which is mounted along the side concave portion of the I-shaped rail of a railway, has the optical contact surface of a flat form to cover more than 2/3 of the side concave portion of the I-shaped rail from a lower end in a height direction, and formed to be in close contact with a longitudinal plane or a longitudinal curved surface of the side concave portion of the I-shaped rail; a PTC heating element accommodated in the heater housing; and a filling material between heater housing and the PTC heating element.
본 발명의 일 실시예에 의하면, 동절기에 강설 또는 기온 저하로 인한 철도 분기기 레일의 선로 전환 장애를 문제없이 방지할 수 있는 효과가 있다. 이를 위해 특히 본 발명의 일 실시예는, 철도의 I형 레일의 측면 오목부를 따라 장착되고 I형 레일의 측면 오목부의 하단에서부터 높이방향으로 2/3 이상을 커버하도록 플랫한 형상의 광접촉면을 가지며 I형 레일의 측면 오목부의 길이방향 평면 또는 길이방향 곡면에 밀착되도록 형성된 히터하우징과, 히터하우징 내에 수용되는 PTC 발열체와, 히터하우징과 PTC 발열체 사이에 충진되는 충진재를 포함하는 광접촉 메탈히터; 히터하우징의 광접촉면과 I형 레일 측면 오목부 사이에 개재되어 열에너지를 전달하고 I형 레일의 진동을 흡수하는 다기능 패드; 및 광접촉 메탈히터를 가압 및 고정하는 고정클립을 포함하는 철도 분기기 레일의 제빙 및 융설 장치를 포함한다.
