The present invention comprises: a bracket provided at a median strip; a rotary shaft provided at the bracket; an elastic roller rotatably provided at the rotary shaft; and an angle-adjusting part for adjusting the angle of the rotary shaft by varying the position of the bracket, wherein a plurality of supports are provided at the rotary shafts to be adjacent to the upper part or the lower part of the elastic roller, the plurality of rotary shafts are continuously provided at the supports such that the rotary shafts are maintained at intervals, and the brackets are provided at some rotary shafts selected from the plurality of rotary shafts.
