A marine development comprises a column with a lower end which is widened so as to form a base that can be placed on an area of the sea bed, and, extending in a cantilevered manner from said column, a plurality of arms connected to said column, such that, on average over a year, they partially emerge and they are partially submerged, each of said arms being designed such that it can be used for a designated area of activity, thereby providing the development with a star-shaped configuration.
