The J. C. Bacon Dam consists of an earth embankment approximately 1000 feet long with a maximum height of 95 feet from the downstream toe and a crest width of 15 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The spillway structures consist of a trapezoidal earth approach channel, a 115-foot-long concrete overflow section, and a partially concrete-lined spillway discharge channel. The concrete lining in the spillway discharge channel extends approximately 230 feet downstream from the control section to a level approximately 37 feet above the normal pool level of the dam. The outlet works consist of a 5-foot by 5-foot reinforced concrete outlet conduit, a 24-inch cast-iron water supply line, and a reinforced concrete control tower located on the upstream side of the dam. Flows through the outlet conduit and supply line are controlled by manually operated sluice gates located in the control tower. This outlet system constitutes the emergency drawdown facilities for the dam.
