Preliminary estimates from the Survey of Market Absorption show that during 1998, a total of 210,200 privately financed, nonsubsidized, unfurnished, rental apartments in buildings of five units or more were completed in permit-issuing areas in areas in the United States. This estimate is an 11 (+ or - 9) percent increase over the 189,200 rental completions in 1997, and a 10 (+ or -9) percent increase over the 191,300 such units completed in 1996. The 1998 total was the largest number of privately financed, nonsubsidized, unfurnished rental apartments completed since 1990. (See Table 8) The majority (55 percent) of these new units were built in the South, followed by the west with 23 percent. The Midwest ranked third with 17 percent of rental completions, while the fewest (5 percent) were built in the Northwest.
