During 1996, a total of 191,500 privately financed, nonsubsidized, unfinished, rental apartments in buildings of five units or more were completed in permit-issuing areas in the United States. This was a 23 percent increase over the 155,600 completions in 1995, and an 84 percent increase over the 103,800 such units completed in 1994. It was the largest number of privately financed, nonsubsidized, unfinished rental apartments completed since 1990. The majority (51 percent) of these units were built in the South, followed by the West with 27 percent. Next was the Midwest with 19 percent, with the fewest (3 percent) were built in the Northeast.
