This chapter looks at the roles of the fire safety engineer and the local fire department in fire extinguishment analysis. The fire safety engineer can be most effective by providing information to the incident commander. Manual fire suppression requires fire fighters to locate, attack, control, and extinguish a fire. Phase 2 examines the status of fire conditions and fire suppression at the theoretical time when first water is applied. The extinguishment choices are an aggressive offensive attack, a defensive mode to stop extension at some point, or a combination for some situations. The declaration that the fire is “under control” is an important event in the fire extinguishment process. Barriers, or the lack thereof, are important in fire fighting. Decisions relating to the mode of fire attack and the ability to control and extinguish a fire are influenced greatly by barrier locations and status.
