The role of the fire service is that of a change agent. When a fire department arrives at a burning building, it takes a dangerous situation and improves the safety of occupants; puts out the fire or controls it to allow a safe burnout; and tries to prevent the fire from extending to other parts of the building. This chapter outlines the general process to provide a context with which to organize the associated information. It describes the components used in the analysis for local fire department extinguishment. Priorities and procedures of the local emergency communication center affect dispatch time. Response time for fire departments is often perceived as the “travel time” after an engine leaves the station. Turnout time can vary for different types of department organizations and standard operating procedures. The amount and type of equipment, the organization structure, training regularity, and fire fighting experiences influence the effectiveness of a building fire brigade.
