The Energy Risk Monitor (ERMON) Project - Progress and Problems
This paper describes the status of the European Commission's Energy Risks Monitor (ERMON) project. The objective of ERMON is to offer a tool for comparative assessment of the accidental risks of different energy systems, which allows any interested person or institution to compare results from risk studies of different energy systems across the various steps in their specific fuel / life cycle chains. Across the paper, an investigation of the progress made in the development is done, highlighting results obtained and problems the project is facing with. Passing trough a first investigation across ten different energy systems, and the development of a general chain, it has been possible to put the basis for a matrix, in which every cell discuss a specific step in a defined fuel or life cycle, and it is characterised by a set of indicators to define and qualify risk. A first set of risk indicators for ERMON has been proposed. To better identify and qualify indicators, a detailed analysis is carried on for some chosen energy systems: natural gas, nuclear and photovoltaic. The study shows that problems related to available data and information on risk expressions are met, especially for renewable emerging technologies.
