A construction method using: a hydraulic shovel 2 controlled by a manual operation; and a hydraulic shovel 3 having a work machine automatic control unit that automatically controls a second work machine on the basis of the current topography and/or design topography of the construction range of a construction site 1000, and on the basis of the blade tip position of the second work machine, wherein a progress rate, which is the amount of soil moved by the hydraulic shovel 2 in relation to a target amount of soil in the construction range of the hydraulic shovel 2, is calculated, and if the progress rate is greater than or equal to a threshold value, the hydraulic shovel 2 pauses construction in the construction range, and the hydraulic shovel 3 takes over from the hydraulic shovel 2 and works in the construction range.
