The invention discloses magnesium oxysulfate cement containing magnesium oxide desulfurization waste liquor and a preparation method thereof. The method implements comprehensive utilization of magnesium sulfate and enhances the mechanical properties of the magnesium oxysulfate cement. The magnesium oxysulfate cement is prepared from the following raw materials in parts by weight: 100 parts of magnesium oxide, 0-300 parts of filler, 0.05-10 parts of additive and 70-150 parts of desulfurization waste liquor. The preparation method comprises the following steps: weighing the raw materials according to the composition of the magnesium oxysulfate cement, adding the magnesium oxide and filler into the stirrer, adding the additive and desulfurization waste liquor into the stirrer, and stirring uniformly into a slurry, thereby obtaining the magnesium oxysulfate cement containing magnesium oxide desulfurization waste liquor. The technique is simple; and the product can substitute for magnesium oxychloride cement and traditional magnesium oxysulfate cement for producing mortar, concrete, plates and various other construction materials, and can lower the production cost.
